The State Council's joint prevention and control mechanism held a press conference on March 21 on the resumption of major investment projects. Ou Hong, director of the Investment Department of the National Development and Reform Commission, said that the rate of resumption of major projects has gradually picked up. With the exception of Hubei, according to the statistics of about 11000 key projects in the provinces, as of March 20, the resumption rate of key projects was 89.1 percent.
At present, the resumption rate of key projects in the south is 98.1 per cent, while that in the north is 60.3 per cent, which is relatively low. In addition to the impact of the epidemic, mainly in the northeast, northwest and other regions are still entering the construction period.
In terms of industries, major railway projects have basically resumed work, and a number of major railway projects such as the Beijing-Shenyang high-speed railway are under construction. The resumption rate of major highway and water transport projects is 97%, and a number of major highway projects, such as the Beijing-Xiong'an Expressway, have resumed work and accelerated. The airport project resumption rate was 87%. Hangzhou Xiaoshan Airport Phase III Project will continue to operate during the Spring Festival. The resumption rate of major water conservancy projects was 86%. Major water conservancy projects such as the Yangtze River-to-Huaihe River Diversion Project and the Yunnan Central Water Diversion Project have resumed construction. Major energy projects have basically resumed work. The middle section of the Sino-Russian East Route natural gas pipeline has resumed work. The Wudongde Hydropower Station project with a total investment of 95 billion yuan has been fully resumed. Major foreign-funded projects have basically resumed work. Major projects in other areas are also being actively promoted.
